Amends Hawaii Revised Statutes Chapter 516 to remove the requirement that residential lots be zoned for residential use in order to qualify for leasehold-to-fee-simple conversion.

Modifies the definitions of "lot," "houselot," "residential lot," and "residential houselot" in Section 516-1 to apply to parcels two acres or less that are used or intended for residential purposes, regardless of zoning designation.

Enables lessees in Ahupua'a O Kahana state park to pursue lease-to-fee conversion, as the park is located in the state conservation district and zoned for preservation, making residents ineligible under the current residential zoning requirement.

Takes effect on July 1, 2019.
