• Applies only to projects commencing between July 1, 2019 and July 1, 2026 that conform to state land use classifications, comply with existing county zoning allowing housing, and do not require variances for shoreline setbacks or environmentally/culturally sensitive areas.

• Requires county notification of incomplete applications within 10 business days specifying missing requirements; automatic approval timeline continues only if applicant submits complete application within 5 business days of notice.

• Extends the 60-day approval period in cases of natural disaster or state emergency preventing review completion.

• Provides liability protection for counties and their officials for actions taken in reviewing, approving, modifying, or disapproving applications under this section; effective July 1, 2100.
