Requires at least one member of the Board of Land and Natural Resources to have demonstrated knowledge of the State's non-commercial and commercial fishing communities, traditional fishing rights, and ocean resource conservation.

New board member must have work history demonstrating appropriate knowledge of fishing communities and conservation of ocean resources, work history demonstrating knowledge of recreational and commercial boating communities, and a recommendation from a statewide fishing organization.

Clarifies that the conservation background requirement and native Hawaiian practices requirement apply to separate members, distinct from the new fishing and boating communities member.

Amends Hawaii Revised Statutes Section 171-4 to add qualifications and appointment provisions for the fishing and boating communities board member.

Effective date: July 1, 2050.
