Amends Hawaii Revised Statutes Section 89-5(i) to add a new function requiring the Hawaii Labor Relations Board to review and determine qualifications and criteria for a list of five qualified arbitrators provided pursuant to Section 89-11(e)(2)(A).

Expands the board's authority to establish lists of qualified mediators, grievance arbitrators, and interest arbitrators (or a combination thereof) after reviewing nominations from public employers and employee organizations.

Modifies Section 89-11(e)(2)(A) to specify that arbitrators selected from the American Arbitration Association list must be "qualified and experienced interest arbitrators."

Changes language in Section 89-11(e)(2)(B) from "which" to "that" and updates Section 89-11(e)(2)(C) to include a comma after "submit" in the arbitration hearing procedures.

Takes effect on January 1, 2050.
