Adds a new section to Chapter 6E, Hawaii Revised Statutes, establishing requirements for the state capitol building's environmental practices.

Requires the State Capitol Management Committee to develop and carry out a plan by 2045 to make the state capitol a sustainable, resilient, and energy-efficient building.

Mandates the State Capitol Management Committee to adopt environmental measures including water reuse and energy conservation as part of the plan.

Directs the Department of Accounting and General Services to provide administrative support to the State Capitol Management Committee in developing and implementing the plan.

Takes effect upon approval.
