Appropriates funds for the Office of the Governor operating budget for the fiscal biennium beginning July 1, 2019 and ending June 30, 2021.

Establishes that total expenditures and position ceilings in each fiscal year shall not exceed the amounts indicated, except as provided elsewhere in this Act or by general law.

Defines key terms including "expending agency," "means of financing" (with "A" denoting general funds), and "position ceiling" for permanent and temporary full-time equivalent positions.

Authorizes the governor to correct manifest clerical, typographical, or other mechanical errors found in the Act.

Takes effect on July 1, 2022.
