• Establishes the operating budget for the Department of Accounting and General Services (AGS) for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021.

• Appropriates funds from general funds (A), special funds (B), interdepartmental transfers (U), and revolving funds (W) to eight AGS programs including Enterprise Technology Services, Public Works, Office Leasing, Central Services, Surplus Property Management, Automotive Management, and Aloha Stadium operations.

• Defines position ceilings indicating maximum authorized permanent and temporary full-time equivalent positions for each program during the biennium.

• Provides severability clause stating that if any portion of the Act is found invalid, the remainder shall remain in effect and appropriations shall be expended to fulfill objectives to the extent possible.
