Transfers administration of the Address Confidentiality Program from the Department of the Attorney General to the Office of the Lieutenant Governor.

Deletes the definition of "department" from Chapter 801G, Hawaii Revised Statutes and replaces all references with "office of the lieutenant governor."

Maintains program functions including assigning substitute addresses to domestic abuse, sexual offense, and stalking survivors; forwarding mail to actual addresses; and serving as agent for legal process.

Appeals of application denials or certification cancellations remain non-contested cases without hearings, with final determinations by the Office of the Lieutenant Governor not subject to judicial review.

Effective date is July 1, 2019.
