Requires the Department of Land and Natural Resources to collaborate with the U.S. Army Corps of Engineers, Department of Health, City and County of Honolulu, University of Hawaii, and a Native Hawaiian organization representative to research and develop a water circulation mechanism for Pokai Bay on Oahu's leeward coast.

Directs the collaborating agencies to conduct a study investigating land-based sources of marine contaminants and pollutants flowing into Pokai Bay, which has experienced pollution from runoff, illegal dumping, and user-induced contaminants.

Aims to increase water oxygenation and improve water quality in Pokai Bay through artificial circulation methods such as jet aeration and pumping systems to mitigate environmental and health risks.

Requires submission of a report to the legislature detailing collaborative activities, significant findings, cost estimates, and any proposed legislation no later than twenty days prior to the convening of the regular session of 2020.
