Requires the Department of Health to establish a culturally competent palliative care pilot program to promote public education and early referrals to palliative care during treatment.

Mandates the department conduct competitive bidding for at least two home- or community-based palliative care projects, with at least one located in a county with a population under 200,000.

Requires the department to collaborate with county mayors, hospital executives, John A. Burns School of Medicine, American Cancer Society, Kokua Mau, palliative care patients or family members, and registered nurses.

Requires preliminary report to legislature no later than twenty days before the 2020 regular session and final report with findings and recommendations no later than twenty days before the 2022 regular session.

Appropriates unspecified general revenues for fiscal years 2019-2020 and 2020-2021, effective July 1, 2050.
