• Extends the nursing facility sustainability program through June 30, 2021, with repealer date extended to December 31, 2021, providing continued funding for long-term care facilities serving low-income and Medicaid patients.

• Increases the nursing facility sustainability fee cap from 4.0% to 5.5% of net patient service revenue, with per resident daily maximums rising from $13.46 to $20.00 for standard facilities and from $5.85 to $9.00 for reduced-fee facilities.

• Allows fee revenues to be used for both increasing Medicaid payments to nursing facilities and paying quality incentives to managed care health plans, with at least 88% of revenue directed to these purposes.

• Requires Medicaid managed care health plans to make payments within 30 calendar days of receiving monthly capitation rates from the department.

• Appropriates $21,000,000 from the nursing facility sustainability program special fund for fiscal years 2019-2020 and 2020-2021 for department of human services use.
