Defines "state boating facility" in Hawaii Revised Statutes Section 200-1 to include state small boat harbors, launching ramps, offshore moorings, day-use mooring buoy systems, piers, wharfs, landings, and other areas under the department's jurisdiction.

Moves the definition of "state boating facility" from Section 200-2.5 to Section 200-1 to consolidate definitions and clarify that the term applies across all boating program statutes.

Expands the scope of the boating special fund to cover costs of operating, maintaining, and managing all state boating facilities, including day-use mooring buoy systems, and allows fees collected from any state boating facility to be expended for the operation and improvement of any state boating facility.

Authorizes the boating special fund to support planning, development, management, operation, and maintenance of all lands and improvements under the board's control, including permanent or temporary staff positions.

Takes effect on July 1, 2050.
