Amends Hawaii Revised Statutes Section 669-1 to add new subsection (f) establishing special requirements for quiet title actions involving kuleana land (land granted to native tenants under the 1850 Act).

Requires mandatory mediation upon request of a defendant in kuleana land quiet title actions to seek resolution.

Allows courts to consolidate separate quiet title actions involving kuleana lands in the same circuit upon request of defendants when commenced by the same plaintiff or plaintiffs for the same real party in interest.

Prohibits plaintiffs from seeking extinguishment or alienation of a defendant's access to kuleana land for native Hawaiian cultural and traditional practices, and bars recovery of costs, expenses, or attorney's fees from defendants.

Amends Section 669-2(e) to require the Office of Hawaiian Affairs to be joined as a defendant in kuleana land quiet title actions when an owner of an inheritable interest died intestate with no taker under Hawaii's probate code, and moves the definition of "kuleana land" to Section 669-1(f).
