HB 1485 Summary

• Establishes automatic voter preregistration and registration for public school and charter school students who are at least 16 years old and otherwise qualified to vote, beginning January 1, 2020.

• Requires school superintendents and charter school authorizers to provide voter registration affidavits to eligible students between January 1-31 each year, with an option to opt out.

• Permits superintendents and authorizers to transmit completed affidavits to county election clerks but prohibits them from maintaining, scanning, reviewing, or copying affidavit information.

• Authorizes the Department of Education board and superintendent, as well as the State Public Charter School Commission, to adopt policies in consultation with the Office of Elections to facilitate student voter registration.

• Takes effect July 1, 2030.
