HB 1487 Summary

• Establishes the Honolulu shoreline climate protection pilot project within the Hawaii climate change mitigation and adaptation commission to develop a coastal protection plan for urban Honolulu between Daniel K. Inouye International Airport and Diamond Head state monument.

• Requires the pilot project plan to include separate flood-protection compartments with continuous shoreline pathways, integration with parks and urban landscape, and capability for self-reliance if compartments become isolated due to climate change.

• Appropriates $2,000,000 for fiscal years 2019-2020 and 2020-2021 to develop the pilot project, with funds matched one-to-one by the City and County of Honolulu, to be expended by the Department of Land and Natural Resources.

• Directs the Office of Planning to conduct a comprehensive study of statewide carbon tax implementation including pricing levels, revenue projections, behavior change thresholds, and equity mechanisms for low- to moderate-income residents, with an interim report due December 31, 2019 and final report due October 31, 2020.

• Takes effect July 1, 2050, with Part I (shoreline pilot project) repealed June 30, 2022.
