Amends Section 708-814.7, Hawaii Revised Statutes, to clarify criminal trespass offenses on state lands, excluding lands owned by the Office of Hawaiian Affairs and state-designated safe havens.

Requires law enforcement to request that trespassers leave improved state lands that are closed to the public with posted closure hours before a criminal trespass violation occurs.

Defines "improved state land" to include state land with structures, buildings, facilities, or permanent alterations like grading or dredging, but excludes land with only minor improvements such as utility poles, signage, or fences.

Establishes that convictions under this section cannot be used to establish a felony conviction under Section 708-803.

Requires county police departments to respond to requests from state departments or agencies to remove persons who have unlawfully trespassed on state lands.
