Allows persons convicted of prostitution (HRS § 712-1200), loitering for prostitution (§ 712-1206), street solicitation of prostitution (§ 712-1207), or lesser offenses when originally charged with these violations to file motions to vacate convictions.

Permits vacatur of conviction if the defendant is not subsequently convicted of any offense under the penal code within twelve months after the date of the original conviction.

Requires motions to be in writing and signed and sworn to by the petitioner.

Mandates courts hold a hearing on motions that satisfy procedural requirements and grant the motion if the defendant has no penal code convictions within the twelve-month period following the original conviction.

Repeals prior provisions allowing motions to vacate based on the defendant being a victim of sex trafficking or severe trafficking in persons, along with related procedural requirements including prosecutor approval and timeline limitations.
