Clarifies the definition of "advances prostitution" in Hawaii Revised Statutes Section 712-1201 by adding language that conduct must be "harmful or abusive of a prostitute" to constitute advancing prostitution.

Amends the definition to ensure that individuals offering help or assistance to victims of abuse, or working to reduce harms suffered by prostitutes, are not prosecuted under prostitution advancement laws.

Addresses the legislature's finding that the original statutory language was overbroad and could punish those attempting to help prostitutes rather than those engaging in abusive behavior.

Takes effect upon approval.
