Adjusts the operating budget for the University of Hawaii for the fiscal biennium July 1, 2019 to June 30, 2021, using the Supplemental Appropriations Act of 2018 as the baseline.

Appropriates funds to six University of Hawaii programs: Manoa ($6.1-6.6 million general funds), John A. Burns School of Medicine ($1.02 million revolving funds), Hilo ($1.22-1.26 million general funds), West Oahu ($1.34 million general funds with $270,000 special funds reduction), Community Colleges ($1 million revolving funds with $197,204 general funds reduction), and Systemwide Support ($21.2 million general funds).

Authorizes position ceilings for each campus: Manoa (40-42 positions), Hilo (15 positions), West Oahu (9 positions), Community Colleges (10 positions), and reduces Systemwide Support by 2 positions.

Allows the Governor to correct manifest clerical, typographical, or mechanical errors in the Act.

Takes effect July 1, 2055.
