H.B. 1540 Summary

• Establishes the Hawaii Travel Industry Management Promise Program administered by the University of Hawaii Board of Regents to provide scholarships for qualified students pursuing a bachelor of science degree in travel industry management at UH Manoa.

• Eligible students must be Hawaii residents who have earned a community college degree and a certificate in hospitality and tourism, culinary arts, or similar approved program from the same UH community college.

• Scholarship awards equal the student's unmet direct costs (tuition, fees, books, supplies, transportation) after accounting for Pell grants and other aid, with a maximum of eight semesters of eligibility.

• Students must maintain satisfactory academic progress as defined by federal Title IV standards and remain enrolled in the travel industry management bachelor's program to retain the scholarship.

• Establishes a dedicated subaccount within the UH general fund and requires the university to submit annual reports to the legislature on the number of scholarships awarded; takes effect July 1, 2019.
