Establishes the Hawaii Gun Violence Prevention Center within the University of Hawaii to conduct research and analysis of gun violence, prevention strategies, and assist law enforcement with evidence-based policy recommendations.

Center director appointed by University of Hawaii president shall oversee research on nature of gun violence, consequences of gun violence, and prevention and treatment strategies at individual, community, and societal levels.

Creates special fund to support center operations through legislative appropriations, private donations, criminal forfeiture proceeds, and grants; allows attorney general to deposit criminal forfeiture fund moneys into the special fund.

Requires state agencies including attorney general, health, public safety, defense, and human services to provide data to the center upon request for research purposes and submit research publications to governor and legislature.

Effective July 1, 2050.
