Establishes the Hawaii 2050 Sustainability Plan as the State's official climate and sustainability action plan to guide coordination and implementation of Hawaii's sustainability and climate adaptation goals.

Transfers responsibility for updating the plan from the Office of the Auditor to the Office of Planning, with updates required before the 2021 regular legislative session and every tenth session thereafter.

Removes the auditor's previous requirement to update the plan every ten years and replaces it with the Office of Planning's duty to perform these updates using Hawaii's State Planning Act and Climate Change Mitigation and Adaptation Initiative as guiding principles.

Appropriates $150,000 from general revenues for fiscal year 2019-2020 to the Office of Planning to update the Hawaii 2050 Sustainability Plan.

Takes effect July 1, 2019.
