Authorizes the Hawaii Community Development Authority to permit one building up to 768 feet in height within each approved master plan area of the Kakaako Mauka area, exceeding the current 418-foot height limit.

Requires the tall building to be located no further than a specified distance from a planned transit station for the Honolulu rail transit project.

Mandates the authority negotiate appropriate and proportional public benefits as a condition for permit approval, including additional residential units consistent with applicable law.

Aims to create a varied Honolulu skyline with buildings of different heights while supporting transit-oriented development principles and increased residential density in the urban core.

Effective date: July 1, 2050.
