Reorganizes the 13-member Contractors License Board composition to require 5 general engineering/building contractors and 5 specialty contractors (instead of previous 5 and 5 split), with qualifications that all 10 contractor members must have been actively engaged in contracting for at least 5 years.

Expands noncontractor member qualifications from 3 members to include specific restrictions: they cannot hold any contractor license, have immediate family members who hold licenses, or have any financial interest in licensed contractor businesses.

Adds new Section 444-4(a) establishing that protection of the public shall be the highest priority for the board in its licensing, regulatory, and disciplinary functions, taking precedence over other interests.

Allows current board members to complete their existing terms; all vacancies filled after the Act's effective date must comply with the new membership requirements.

Takes effect upon approval.
