Limits total rebates to $500,000 per fiscal year and requires applicants to submit claims within 12 months of installation or upgrade completion.

Prioritizes publicly available charging systems serving multiple users, employees, customers, or fleets; excludes single-user systems like residential chargers from eligibility.

Appropriates $150,000 for fiscal year 2019-2020 and $250,000 for fiscal year 2020-2021 from the energy security special fund for program implementation.
