Amends Hawaii Revised Statutes Section 11-410 to restructure administrative fines for campaign finance violations, replacing individual/entity categories with a distinction based on noncandidate committee activity and contribution thresholds.

Establishes a $5,000 maximum fine (increased from $1,000) for noncandidate committees that make only independent expenditures and have received at least one contribution over $10,000 or made aggregate expenditures exceeding $10,000 in an election period.

Allows administrative fines to be calculated as up to three times the amount of an unlawful contribution or expenditure for both standard violators and high-threshold noncandidate committees.

Permits the commission to order fines paid from personal funds of candidates or officers of noncandidate committees found in violation.
