HB 164 Summary

• Requires persons and noncandidate committees making electioneering communication expenditures to a single vendor exceeding $2,000 in aggregate within one week to file weekly reports with the Campaign Spending Commission during the 30 days before primary elections or 60 days before general/special elections.

• Redefines "disclosure date" to mean the date an electioneering communication is publicly distributed, rather than the date a spending threshold is crossed, streamlining reporting requirements.

• Expands the definition of "electioneering communication" to include advertisements sent by mail at any rate (removing bulk mail limitation) and to cover expenditures by organizations.

• Requires noncandidate committees making only independent expenditures to disclose their three top contributors by name in all advertisements.

• Becomes effective March 15, 2094.
