• Amends Hawaii Revised Statutes Section 15-5(b) to allow voters with special needs, including disabilities, to request electronic ballot transmission at any time, not just within five days of an election.

• Maintains existing provisions allowing electronic ballot transmission for voters whose absentee ballots are not received within five days, those needing replacement ballots, or those unable to return ballots by polls closing.

• Requires returned ballots via electronic transmission to be received by the clerk no later than the close of polls on election day to be counted.

• Specifies that if a voter returns multiple voted absentee ballots for the same election, only the first non-spoiled ballot received will be prepared for counting.

• Takes effect upon approval.
