Requires the Department of Land and Natural Resources to acquire by eminent domain the seawall and underlying real property located between 2943 Kalakaua Avenue and 3019 Kalakaua Avenue on Oahu to ensure public access to the beach and shoreline.

Appropriates $100 for fiscal year 2019-2020 from general revenues for just compensation to the property owner for the taking of the seawall and underlying real property.

Appropriates an unspecified amount (blank in bill) for fiscal year 2019-2020 for repair and maintenance of the entire seawall and underlying real property by the Department of Land and Natural Resources.

Responds to a 2017 Hawaii Supreme Court ruling in Gold Coast Neighborhood Association v. State that limited the State's maintenance responsibilities to only the top surface of the seawall rather than the full structure.

Takes effect on July 1, 2019.
