Appropriates funds for the Office of Hawaiian Affairs for the fiscal biennium of July 1, 2019 through June 30, 2021 across three programs: Office of the Trustees (OHA150), Administration (OHA160), and Beneficiary Advocacy (OHA175)

Allocates $58,323 in general funds and $275,687 in trust funds annually for Office of the Trustees; $1,124,042 in general funds and $2,861,727 in trust funds annually for Administration; and $1,855,514 in general funds and $3,292,290 in trust funds annually for Beneficiary Advocacy

Mandates $415,000 in general funds and $415,000 in trust funds annually for social services and emergency financial assistance to at-risk Office of Hawaiian Affairs beneficiaries

Mandates $615,000 in general funds and $615,000 in trust funds annually for educational improvement programs for native Hawaiian students

Requires $500,000 in trust funds for fiscal year 2019-2020 to fund a financial and management audit of the Office of Hawaiian Affairs by the state auditor, with results due to the legislature by twenty days before the 2020 regular session; suspends release of fiscal year 2020-2021 general funds until the audit report is received
