Requires the Department of Land and Natural Resources to provide annual reports by January 1 of each year detailing all receipts from public land trust lands for the prior fiscal year, including from the University of Hawaii.

Mandates that each receipt report identify the total gross amount, amount transferred to the Office of Hawaiian Affairs, amount retained by the State, account where retained amounts were deposited, specific land parcels involved, collecting agency, and reasons for any amounts not transferred at the 20 percent pro rata share rate.

Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs on accounting methodology and accuracy, and to provide a 30-day review period for the Office of Hawaiian Affairs to submit written responses that will be published as report addendums.

Codifies and supplements the reporting requirements established in Act 178, Session Laws of Hawaii 2006, which set the Office of Hawaiian Affairs' annual transfer at $15,100,000 as an interim amount pending legislative determination of a fair pro rata share.

Addresses identified deficiencies in prior reporting including incomplete accounting of gross receipts and reluctance by certain agencies to fully report public land trust revenues.
