Amends Hawaii Revised Statutes Section 46-4 to allow counties with populations less than 100,000 to enact zoning ordinances permitting amortization or phasing out of nonconforming single-family transient vacation rental units over a reasonable period of time.

Clarifies that amortization or phasing out provisions apply only to nonconforming transient vacation rental units, while protecting existing single-family residential and agricultural uses from amortization requirements.

Modifies statutory language by changing "such" to "a" and "which" to "that" for grammatical consistency throughout Section 46-4.

Maintains existing zoning powers for counties relating to agriculture, forestry, industry, residential areas, building height and size, population density, and other land development regulations.

Takes effect upon approval.
