Appropriates $61,000,000 for fiscal years 2019-2020 and 2020-2021 for regional infrastructure and public facilities projects to support resettlement patterns in Hawaii County following the Kilauea eruption.

Appropriates $55,000,000 for fiscal years 2019-2020 and 2020-2021 for temporary or permanent housing projects for the impacted population in Hawaii County.

Appropriates $23,000,000 for fiscal years 2019-2020 and 2020-2021 for emergency operations, equipment repair and maintenance, and emergency bypass route construction in Hawaii County.

Appropriates $10,000,000 for fiscal years 2019-2020 and 2020-2021 for administrative support and implementation systems for disaster relief and recovery, and $4,000,000 to the Department of Agriculture for economic recovery programs including agricultural loans, and $2,000,000 to the Department of Health for air quality stations and mental health programs.

Requires the Office of the Governor, Department of Agriculture, and Department of Health to submit annual reports to the legislature detailing expenditures, purposes, receiving agencies, and prospects for federal reimbursement.
