Amends Hawaii Revised Statutes Section 46-4 to allow counties with populations less than 100,000 to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time through zoning ordinance.

Modifies existing language to clarify that amortization or phasing out provisions apply only to commercial, industrial, resort, and apartment zoned areas, with a new exception for single-family transient vacation rental units in any zoning classification.

Preserves protections for existing single-family residential and agricultural uses by exempting them from amortization provisions, except for nonconforming transient vacation rental units specifically.

Makes minor grammatical corrections throughout the statute, replacing archaic language with updated terminology.

Takes effect upon approval.
