Legislative Reference Bureau shall conduct a feasibility study on implementing audiovisual technology in both chambers of the legislature for neighbor island residents to testify in legislative proceedings.

Study must examine available audiovisual technology types, costs of installing/operating/maintaining equipment, need for and cost of additional staff positions, and implementation timeline.

Legislative Reference Bureau shall submit findings, recommendations, and proposed legislation to the legislature no later than December 1, 2019.

Appropriates unspecified general revenues for fiscal year 2019-2020 to conduct the study, with funds to be expended by the Legislative Reference Bureau.

Legislative Reference Bureau may contract consultant services with appropriated funds, exempt from Hawaii Revised Statutes chapter 103D procurement requirements; Act effective July 1, 2019.
