Authorizes property owners or their agents to enter adjacent vacant private property to control albizia trees (Falcataria moluccana or Albizia chinensis species) that pose hazards.

Requires the entering owner to consult with a certified arborist to confirm the trees create a hazardous condition and can be safely removed without damaging structures or utility lines.

Requires the entering owner to make at least two reasonable attempts to contact the adjacent property owner via telephone or registered mail within the previous 30 days.

Provides a legal defense against criminal trespass charges under Hawaii Revised Statutes sections 708-814, 708-815, 708-820, 708-821, 708-822, 708-823, and 708-823.5 when entering property in compliance with this section.

Defines "vacant" as improved or unimproved property with no reasonable indication of use or maintenance for one year or more.
