• Appropriates funds for operating expenses of the Department of Health for fiscal years 2019-2020 and 2020-2021.

• Adds 5 permanent positions and $2,374,847 in general funds for the Family Planning Program, offset by reduction of $2,252,414 in federal funds.

• Provides $11.9 million (FY 2019-2020) and $15.0 million (FY 2020-2021) for contracted ambulance providers to meet collective bargaining requirements and support Emergency Medical Services and Injury Prevention Service Branch.
