Amends Section 103D-1001 to require "qualified community rehabilitation programs" for persons with disabilities to be certified by the state department of labor and industrial relations under applicable administrative rules, removing reference to a specific statutory section.

Removes persons with disabilities from Section 387-9, eliminating the provision allowing the director to set special sub-minimum wages for individuals whose earning capacity is impaired by old age or physical or mental deficiency or injury.

Subjects persons with disabilities to generally applicable minimum wage requirements rather than allowing reduced wage rates under special certificates.

Contains standard severability and retroactivity clauses, with an effective date of January 1, 2050.
