HB246 Summary

• Amends Section 302D-29.5, Hawaii Revised Statutes to authorize the legislature to appropriate funds and bond authorizations to the State Public Charter School Commission beginning with fiscal year 2019-2020 for design, planning, construction, repair, and maintenance of charter school facilities, including rental or lease of facilities.

• Requires appropriations for charter school facilities to be separate from and in addition to operational funding appropriations made under Section 302D-28.

• Allocates funding prioritized by the charter school facilities funding working group to address health and safety issues, expand instructional space, provide facility rentals or leases, support food services, and provide restroom facilities.

• Appropriates general revenue funds for fiscal years 2019-2020 and 2020-2021 to the State Public Charter School Commission for infrastructure costs, lease or rent assistance based on school need and financial performance, and repair and maintenance of network infrastructure.

• Effective date: July 1, 2050.
