Amends Act 209 (Session Laws of Hawaii 2018) to allow the Ohana Zones Pilot Program to use both public and private lands for temporary housing and homeless services.

Extends the Ohana Zones Pilot Program sunset date from June 30, 2021 to June 30, 2023, allowing additional time for implementation of at least three sites on Oahu and one site each on Hawaii, Kauai, and Maui.

Requires written agreements for private land use specifying that structures are temporary or movable and may be relocated if the land ceases to be used for ohana zones or low-income housing.

Permits off-the-grid technologies in ohana zones for drinking water, electricity, and sewage processing without existing infrastructure.

Extends the Emergency Department Homelessness Assessment Pilot Program and Medical Respite Pilot Program sunsets from June 30, 2019 to June 30, 2020, and appropriates $2,000,000 for fiscal year 2019-2020 for construction, renovation, and infrastructure development under the ohana zones program.
