HB 284 Summary

• Establishes the "Fair Share Health Care Disclosure Act" requiring the Department of Human Services to compile data on employers with employees receiving public assistance benefits.

• Mandates submission of an annual report to the Legislature no later than 20 days before each regular session identifying the 50 employers with the highest number of employees receiving public assistance during the previous fiscal year.

• Requires the report to include for each employer: address, number of full-time and part-time employees, number of public assistance recipients employed, number of recipients who are spouses or dependents, estimated state cost of assistance, and number of employees eligible for employer-provided health benefits under chapter 393.

• Protects privacy by prohibiting inclusion of employee names or personally identifiable information and requiring compliance with Health Insurance Portability and Accountability Act standards.

• Takes effect January 1, 2050.
