Requires county police departments to disclose the identity of officers to the Legislature upon suspension or discharge, beginning with reports due by January 31, 2021.

Amends Hawaii Revised Statutes Section 52D-3.5 to add officer identity disclosure requirements to annual misconduct reports submitted to the Legislature.

Amends the Uniform Information Practices Act (Section 92F-14) to allow public access to employment misconduct information for suspended or discharged officers, with suspensions applicable only to those occurring after March 1, 2020.

Disclosable information includes the officer's name, nature of misconduct, summary of allegations, findings of fact and conclusions of law, and disciplinary action taken.

Takes effect March 1, 2020.
