Requires lot owners in housing subdivisions to pay assessments for maintenance of subdivision roads and other infrastructure through an entity authorized by majority vote of homeowners, court-approved entity, or the county itself.

Applies only to counties with a population between 175,000 and 250,000 people.

Requires counties to provide training to volunteer association boards, conduct audits of assessments and fund usage, and offer arbitration and mediation services for disputes between lot owners and assessment-collecting entities.

Allows counties to assess reasonable fees for services provided to subdivision entities and to designate subdivisions as special improvement districts or community facilities districts.

Takes effect July 1, 2050.
