H.B. 29 Summary

• Requires members of planned community associations (HRS 421J) and unit owners in condominiums (HRS 514B) to register units being leased as transient accommodations within 30 days of first advertisement or timeline set in association documents.

• Mandates unit owners/members submit annual written reports to their associations by December 31 containing registration number, physical address, tax map key, lease dates, and anticipated future lease months.

• Requires associations to submit annual reports containing transient accommodation information to county planning departments and the Department of Business, Economic Development, and Tourism (DBEDT), with reports available to members at no cost within 30 days.

• Requires DBEDT to compile association reports and submit a consolidated annual report to the legislature.

• Takes effect July 1, 2019.
