Establishes a Patient Lift Task Force within the Department of Labor and Industrial Relations to address employee health and safety issues related to lifting and transporting patients in hospital settings.

Task force membership includes representatives from the department's occupational safety and health division, Hawaii Nurse's Association, United Public Workers, state and private hospitals, and other stakeholders as deemed necessary by the labor director.

Task force shall be chaired by the director of labor and industrial relations or designee and must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

Task force members serve without compensation but receive reimbursement for necessary expenses including travel, and are exempt from state conflict of interest laws and open meetings requirements.

Task force shall dissolve twenty days prior to the 2020 regular session or upon accomplishing its purpose, whichever occurs first.
