Requires the Department of Transportation or appropriate county agency to post depth gauge signs on public highways within special flood hazard areas that are prone to flooding.

Depth gauge signs must be posted consistent with the Federal Highway Administration's Manual on Uniform Traffic Control Devices.

Defines "special flood hazard area" as areas identified by the Federal Emergency Management Agency and "public highway" as defined in Hawaii Revised Statutes section 264-1.

Appropriates unspecified funding from general revenues for fiscal years 2019-2020 and 2020-2021 to the Department of Transportation for posting the signs.

Takes effect July 1, 2050.
