Establishes a Community Crosswalks Pilot Program within the Department of Transportation to design and implement specially painted crosswalks that represent neighborhood culture while promoting pedestrian safety.

Designates a crosswalk within the Waipahu school complex area for the pilot program, requiring the location to have an existing crosswalk with required vehicle stops and good pavement conditions.

Specifies crosswalk design requirements including two white horizontal edge markings, horizontal or vertical stripes only, uniform colors approved by the department, and prohibition of text, logos, or symbols.

Establishes a Community Crosswalks Special Fund to be administered by the Department of Transportation, funded by legislative appropriations, withdrawals from the Safe Routes to School Program Special Fund, and private gifts, with the fund to be abolished on June 30, 2021.

Requires the Department of Transportation to submit activity reports to the legislature no later than twenty days prior to regular sessions in 2020 and 2021.
