Requires University of Hawaii, West Oahu campus to establish and award a Bachelor of Arts degree in creative media, with finalization and accreditation approval required by start of spring semester 2020.

Removes the annual $35,000,000 rolling cap on the motion picture, digital media, and film production income tax credit and extends the credit's sunset date from January 1, 2026 to January 1, 2033.

Mandates transfer of a 30-acre parcel of University of Hawaii, West Oahu campus land to the Hawaii Technology Development Corporation by December 31, 2020, with film tax credit changes contingent upon completion of this transfer.

Appropriates unspecified funds for fiscal years 2019-2020 and 2020-2021 to support the creative media program and strengthen the pipeline to the creative media industry.

Takes effect July 1, 2050, with provisions to repeal if the land transfer contract is not executed by December 31, 2020.
