Extends the deadline for the Legislative Reference Bureau to submit a sunrise analysis on paid family leave from September 1, 2019, to November 13, 2019

The analysis was originally required by Act 109, Session Laws of Hawaii 2018, to examine impacts of a paid family leave program on industry, consumers, employees, employers, and caregivers

Justifies the extension due to the cancellation and reissuance of the contractor request for proposals to ensure consultation with affected state agencies and eliminate potential bias

Amends Act 109, Section 2, subsection (b) to reflect the new November 13, 2019 submission deadline for findings, recommendations, and proposed legislation

Takes effect upon approval
