Adds a new section to Chapter 188, Hawaii Revised Statutes, to establish the Kaimana Beach-Waikiki Shoreline Fisheries Management Area.

Prohibits all line-and-hook or net fishing in the designated area, which extends from the high-water mark on the shoreline to 300 yards seaward or to the seaward edge of the fringing reef if beyond 300 yards.

Defines the management area's boundaries as extending from the Ewa (western) boundary of the Outrigger Canoe Club to the westernmost wall of the Waikiki War Memorial Natatorium.

Takes effect on October 1, 2019.
